Terms and conditions — Taxidata Fleet
By creating an account, subscribing or using Taxidata Fleet (taxidata.be), you accept these terms. They govern a professional SaaS / PWA for IBP operators in Flanders, including technical assistance to transmit trip data to the Chiron ride database.

1. Purpose and nature of the service
Taxidata (TVA BE 1008.048.744), éditeur de la plateforme taxidata.be provides cloud software (PWA and web portal) for trip entry, drivers/vehicles, technical Chiron API transmission, routing (e.g. OSRM), exports and, where applicable, an inter-operator marketplace.
Taxidata is not a transport operator, not a Brussels « reserveringstussenpersoon », and does not sell rides to the public on the subscriber’s behalf. The subscriber alone holds its customer relationships and IBP licence.
The software is provided “as is”, under an obligation of means: Taxidata will endeavour to keep the service running and fix serious defects within a reasonable time, without warranting uninterrupted or error-free operation.
2. Definitions
“Subscriber” / “Operator”: the Taxidata Fleet account holder, IBP licence holder or applicant (NACEBEL 49.320), using the software for its business.
“Chiron”: the MOW central database and REST API for Flemish IBP trip registration.
“Publisher”: Taxidata, technical facilitator / IT processor for the Operator.
“Dienststaat” / “Vervoerbewijs”: duty sheet and transport voucher under Articles 33 and 34 of the Flemish Government Decree of 8 November 2019.
3. No government approval — technology neutrality
Per MOW’s public stance, there is no prior authorisation, editor licence, homologation or official list of approved Chiron software vendors. Compliance is assessed at Operator level (Centaurus file, field checks), not by abstract certification of the tool.
Taxidata does not claim a government “Chiron approval” and does not need one to sell the service. Choosing Taxidata does not relieve the Operator of legal duties.
4. Operator’s exclusive responsibility (Chiron & IBP)
Proof and full legal responsibility for correct, secure and timely transmission to Chiron rest solely with the IBP licence Operator.
The Publisher is only a technical facilitator. Software issues, bad OAuth setup, Chiron API outages, mobile connectivity loss or input errors (GPS, plate, driver pass, price, trip nature, etc.) expose the Operator to administrative sanctions (typically €250–€500 per offence, licence suspension/revocation on repeat).
- Regularly verify trips on the official Chiron portals (test then production).
- Keep company/KBO number, IBP licence, driver passes, Flemish plates and OAuth credentials valid.
- Supply Centaurus with Dienststaat / Vervoerbewijs samples from the chosen system.
- Record every trip as required by law (including start/end of duty when applicable).
5. Street taxi / limousine vs rank taxi
Taxidata Fleet mainly targets street taxis (pre-booked / agreed rides, not official ranks) and limousine / VVIP services, where Flemish law does not require a MID-007 taximeter or roof light.
Rank (standplaats) taxis still require a certified MID-007 taximeter. Taxidata is not a metrological taximeter substitute.
6. Chiron onboarding (test & production)
Registration on chiron-acc.vlaanderen.be then chiron.vlaanderen.be, OAuth key generation and test messages (typically 5 start + 5 stop) are the Operator’s duty (itsme / eID). Taxidata may assist technically but cannot replace the legal representative for government access.
The Operator must use the correct environment keys (test ≠ production) and switch to production only after successful tests.
7. Account, trial and subscription
Access requires a company account and an active subscription (free trial, launch offer or paid plan) at the prices shown on taxidata.be when subscribing.
Typical plans: Full Licence and Licence + Marketplace. List prices are excl. VAT; Belgian VAT (21%) applies to professional subscriptions when due.
8. Payment, renewal and invoicing
Paid subscriptions are charged via Stripe. Billing may be monthly or annual. Renewal is automatic until cancelled via the Stripe customer portal or in-account “Manage subscription”.
Failed payment may lead to suspension after notice. Amounts due remain payable.
SaaS invoices/receipts are provided via Stripe and/or the portal. Peppol B2B e-invoicing (2026) may be added later; until then the Operator remains responsible for its own accounting compliance for customer trips.
9. Marketplace
When included, the marketplace lets Fleet subscribers publish/accept trips among fleet_saas companies only—not taxi brand dispatch partners.
Each company remains responsible for trips it publishes or accepts and for related Chiron / IBP compliance.
10. Availability, third parties and force majeure
Taxidata endeavours to minimise downtime but is not liable for losses from unavailability of the service, Chiron, Stripe, Google, routing providers, hosting, the driver’s mobile network or other third parties.
Force majeure includes Chiron API outages, MOW maintenance, cyberattacks, disasters, administrative decisions or critical supplier failure beyond reasonable control.
11. Data, backups and privacy
Account and operations data are stored securely and not sold to third parties for marketing without consent, except legal duty or necessary processors (hosting, payments, email, maps).
Technical backups are not a complete legal archive for the Operator. Keep your own copies of legally required documents.
Personal data processing is described in the privacy policy. For Chiron activity data, the Operator is controller; Taxidata acts as technical processor within the service scope.
12. Acceptable use
Use Taxidata lawfully. Do not bypass Chiron, falsify transmissions, misuse credentials or harm platform security/availability. Taxidata may suspend or terminate for fraud, persistent non-payment, abuse or integrity risk.
13. Intellectual property
Software, Taxidata branding and documentation remain the Publisher’s (or licensors’) property. Subscription grants a non-exclusive, non-transferable licence for the contract term. Business data entered by the Operator remains the Operator’s.
14. Termination and export
Cancel paid plans via Stripe / account subject to periods already billed. Access ends on cessation. On reasonable request, Taxidata may provide an export of still-available trip data. No unlimited retention after termination.
15. Limitation of liability
To the extent permitted by Belgian law, Taxidata is not liable for lost revenue, IBP/Chiron fines, lost licences, wrong or lost data, baggage, indirect damage or loss arising from Chiron/Centaurus failures, Operator/driver input errors, poor connectivity, using Taxidata as a standplaats taximeter substitute, or Operator disputes with customers/subcontractors.
16. Governing law and disputes
Belgian law applies. Courts of Taxidata’s registered office district have exclusive jurisdiction, without prejudice to mandatory consumer rules where applicable (service mainly for professionals).
17. Amendments
Taxidata may amend these terms. The version on taxidata.be at the time of use or renewal applies. Material changes may be notified via the portal or email.
